What happens if there isn't are Euro place at stake and two teams finish level? E.g., two finishing equal 11th.
Do they just split the difference in prize money between finishing 11th and 12th?

you would of thought there would be some sort of unilateral rule from fifa or uefa regarding this, as different countries do it differently, in spain I'm pretty sure head to head is the very first thing they look at if points are equal

This sounds a bit unfair, but obviously these are the rules.
I think if all the points, goal difference, and goals scored are equal then the next criteria should be the matches between this two teams. We beat them twice this season, so this should mean we were better than them and deserve to be ahead of them in the league. If the games between the two are equal, then the playoff match is a fair decision.
By the way, as far as I know, in Italy when there is that kind of situation, only points matters. If two teams have same amount of points they have to play a playoff to decide who finishes ahead. GD, goals scored etc. doesn't count. This is even if the battle is for first place in the league.
